Bhatpura, and the years before office

The village and the district

The Lok Sabha member record gives his birthplace as Bhatpura, post office Umari, District Auraiya, Uttar Pradesh. In 1960 Auraiya was not yet a district. It became one on 17 September 1997, formed from the Auraiya and Bidhuna tehsils of Etawah district. Older references that name Etawah as his birthplace therefore describe the same place under its earlier administrative boundary.

Auraiya lies in the lower Doab of western Uttar Pradesh, between the Yamuna and the Ganga, in a largely agricultural region. The link to the land continues in his sworn declarations: his 2024 election affidavit lists inherited ancestral farmland in Bhatpura, and the Lok Sabha record lists “agriculturist” first among his professions.

Family

His father was Ram Bharose Singh and his mother Ramshri Devi. Both are recorded as deceased. In his election affidavits of 2019, 2022 and 2024 he gives his father’s name as “Late Ram Bharose Dhangar”.

He married Madhu Singh Baghel on 30 November 1989. The couple have one son and one daughter. Their names are not in the official record and are not published here.

Student years in Madhya Pradesh

Part of his education took place in Madhya Pradesh. His Lok Sabha profile records that in 1980 he captained the cricket team of Government Nehru Degree College, Ashok Nagar, and that he was a member of the Eleven Star Cricket Club in the same town. Two years later, in 1982, he completed an M.Sc. in Military Science at Jiwaji University, Gwalior, according to his 2004 affidavit.

He then turned to law, taking an LL.B. in 1987 from Chaudhary Charan Singh University, Meerut. His later affidavits name Meerut College. The Education & Profession file sets out the full academic record, including his doctorate and a later M.A.

The uniform

Before electoral politics he was in the police. A Press Trust of India report of 11 February 2022 describes him as having served, “as a police officer”, in the security of former Uttar Pradesh Chief Minister Mulayam Singh Yadav, and says Mulayam Singh Yadav “also brought him into politics”. India TV has described him as a former Uttar Pradesh Police sub-inspector.

Neither the Lok Sabha profile nor his affidavits mention this service, and its dates are not on the public record. What the Election Commission’s records do show is that his first recorded election came in 1996, when he contested the Jalesar Lok Sabha seat.

What the early record adds up to

Three threads from these years run through his later career. A Military Science degree and police service sit alongside an academic identity: the title “Prof.” has appeared with his name in Election Commission results since 1998. The law degree preceded his first Union office, as Minister of State for Law and Justice. And the agricultural background of the Doab foreshadows portfolios he has held twice: animal husbandry and fisheries in Uttar Pradesh (2017–2019), and fisheries, animal husbandry and dairying in the Union government (since 2024).
