Beyond the chamber

Four features on the parts of his public life that votes and portfolios do not capture: community engagements, cultural interests, party organisation, and the public scrutiny that comes with office.

Faith, community and social causes

Much of a constituency MP’s public life happens at community events: religious gatherings, exhibitions, weddings and felicitations. The photograph shows one of these, a spiritual exhibition organised by the Brahma Kumaris, where he received a framed message.

His Lok Sabha profile sets out the social causes he describes as his own. They are rural education, women’s empowerment and health camps. He also records campaigns against dowry, child marriage and the custom of large feasts on the thirteenth day after a death, and support for widow remarriage. The same profile says he has taken part in mass-wedding programmes and in “movements for the solution of regional problems”, and that he was imprisoned “many times” during them.

As a minister he has also spoken at cultural events. At the “Hamari Parampara Hamari Virasat” tribal-heritage event in April 2025, held during the 150th birth-anniversary year of Birsa Munda, PIB reports that he called for tribal traditions to be recorded and urged tribal communities to prioritise education.

Poetry, music, sport and a screen role

The interests he lists in his parliamentary profile are unusually specific. He writes poetry and reads literature, and he has taken part in mushairas and kavi sammelans, the public poetry gatherings of Urdu and Hindi tradition. He also lists Indian folk and devotional music.

His sports are cricket, football, volleyball, shooting and athletics. He records one sporting title: captain of the cricket team of Government Nehru Degree College, Ashok Nagar, Madhya Pradesh, in 1980. He also lists membership of the Eleven Star Cricket Club in the same town.

One entry stands out: he played a police inspector in the television serial Yeh Kaisa Mission. That is a fitting part for someone whose own career, according to PTI, began in police service.

His profile lists travel to Bangladesh, Bhutan, Malaysia, Singapore and Thailand. It lists no published books.

Party organisation

Public life is also party life. After joining the BJP he took on an organisational role alongside his campaigns. In July 2015 the party named him national president of the BJP OBC Morcha, the national wing for Other Backward Classes. The Tribune reported the appointment on 4 July 2015. The Lok Sabha record dates the post to 2015–2016.

His party record spans three organisations. He contested for the Bahujan Samaj Party in 1996 and 2009 and sat for it in the Rajya Sabha. He won three Lok Sabha terms for the Samajwadi Party between 1998 and 2009. Since 2014 he has been with the BJP, for which he has contested five elections and won three.

Scrutiny and the public record

Public office brings public scrutiny. This section reports what sworn declarations and court records show. It does not judge them.

Sworn declarations

Every candidate files an affidavit with the Election Commission declaring their assets, liabilities and any criminal cases. His declarations, as published by the Association for Democratic Reforms, show declared assets rising from about ₹0.56 crore in 2004 to about ₹10.44 crore in 2024. His 2024 affidavit declares no criminal cases.

Challenges to his Scheduled Caste status

Agra and Tundla are seats reserved for Scheduled Castes, and his eligibility has been challenged. In 2017 two election petitions in the Allahabad High Court argued that he belongs to the Gadaria caste, listed as an Other Backward Class in Uttar Pradesh, rather than to the Dhangar caste, listed as a Scheduled Caste. His written statement said he is Dhangar by birth.

On 3 March 2020 the court dismissed both petitions as infructuous, because he had already resigned the Tundla seat after his election to the Lok Sabha. The court did not rule on the caste question. In 2024 regional outlets reported a fresh complaint about his caste certificate. He responded that earlier complaints had been “found to be false”, and no official finding on that complaint has been published. His nominations for Agra (SC) in 2019 and 2024 were accepted, and the Election Commission declared him elected both times.
